Second Adult Rebate
Second Adult Rebate is another type of help you can get with your Council Tax. It is not based on the money
you have, but on the money other people who live with you have.
You may be able to get it if there are other people living in your home who are on a low income, Income Support (IS), Jobseekers
Allowance – income based (JSA-IB) or Pension Credit (PC).
In order to be classed as a Second Adult, the other person(s) MUST NOT be:
Liable for Council Tax
A joint owner or tenant with you
Your married or unmarried partner
Living with more than one liable person
You will need to make a claim for Second Adult Rebate if you have not already claimed Council Tax Benefit. The gross
income of the second adult will be taken into account when assessing entitlement to Second Adult Rebate. The maximum amount
that can be awarded is 25% of your Council Tax bill
Who can claim?
Anyone who is liable for Council Tax on their own who has another person, or persons,
over the age of 18 years living with them who is not a partner, lodger or boarder and who is on a low income.
Who does not count as a Second Adult?
Anyone aged under 18 years
Your partner
Anbody for whom you can claim another discount, i.e. full time student
If you have a partner, you cannot claim for another person who lives with you, e.g. mother, father or child
How do I claim?
The person who is liable for Council Tax must make the claim. You will need to complete an application form and provide
proof of your identity and National Insurance number. You will also need to provide the income details of the Second Adult(s).
What needs to be provided as proof of income?
- Proof of any earnings
- Non-earned income
- Proof of any interest earned from capital held by the second adult(s)
How much Second Adult Rebate will I get off my Council Tax?
If you have one Second Adult living in the property:
- Second adult(s) in receipt of IS, JSA-IB or PC ……25%
Where the second adult is not on IS, JSA-IB or PC:
- Income of under £157.00 per week……….………..15%
- Income of £157.00 - £203.99 per week ……………7.5%
- Income of £204.00 and above per week…………… Nil
If you have two or more Second Adults living in the property
If all Second Adults are on IS, JSA-IB or PC …….......... 25%
If at least one of the Second Adults is not on IS, JSA-IB or PC and the combined income of
all Second Adults is:
- Income of under £157.00 per week……….…….. 15%
- Income of £157.00 - £203.99 per week…..……… 7.5%
- Income of £204.00 and above per week …........... Nil
