Animal Welfare


While the Council promotes good animal welfare through its Environmental Health section, the RSPCA deals with most animal welfare issues.

  • The control of stray dogs under the Environmental Protection Act 1990
  • Noise Control under the EPA 1990 (barking dogs and other animal noise)
  • Dangerous Dogs Act 1989
  • Pet Animals Act 1951
  • Breeding of Dogs Acts 1973 and 1991
  • Dangerous Wild Animals Act 1976
  • Riding Establishment Acts 1964 and 1970

Cruelty to animals

If you suspect that an animal of any kind is being subjected to any form of cruelty then the only organisation that can legally deal with this is the Royal Society for the Prevention of Cruelty to Animals (RSPCA) www.rspca.org.uk or contact the National Cruelty Helpline 0870 5555 999
